○ Gyeonggi Province hosted an "AI Expert Policy Meeting" at Dodamso on June 8

A discussion took place among domestic and international artificial intelligence (AI) experts, including Illia Polosukhin, co-author of a research paper on the Transformer model that serves as the foundation for GPT (Generative Pre-trained Transformer) and a representative of Near Foundation, as well as KAIST Professor Choi Jae-sik. The discussion focused on the safe utilization of artificial intelligence and the role of Gyeonggi Province in this field.

At the "AI Expert Policy Roundtable" held at Dodamsa (Gyeonggi’s gubernatorial residence) on June 8, Gyeonggi Province Governor Dong Yeon Kim stated: "Gyeonggi Province is taking a leading role in various initiatives related to artificial intelligence, such as the 'AI Roundtable' with New York University, exploring the utilization of ChatGPT, and hosting an exhibition of an AI creative team for individuals with developmental disabilities." He emphasized the need for open discussions and directly proposed suggestions that Gyeonggi Province can actively incorporate into relevant policies with the rapid approach of an artificial intelligence era.

Illia Polosukhin, during his presentation, expressed his view that the developmental direction of artificial intelligence should aim for openness through open-source projects, rather than monopolization by a few. He asserted that it is necessary to explore institutional measures in the public domain, based on web 3.0 technologies, to ensure the acquisition and management of high-quality data.

Illia Polosukhin is a co-founder of Near Foundation and co-author of a research paper that served as the basis for advanced artificial intelligence technology development, such as ChatGPT, titled "Attention Is All You Need."

After the presentations, a free discussion on "Gyeonggi Province's AI policy and safe utilization" took place among AI experts, including KAIST AI Research Center Professor Choi Jae-sik, Testworks CEO Yoon Seok-won, SK Telecom Vice President Lee Jong-min, KT Research Institute Director Bae Soon-min, and others, along with Gyeonggi Research Institute Director Joo Hyung-cheol, Gyeonggi Institute for Future-oriented Science and Technology Director Kang Sung-cheon, Gyeonggi Advisory Council member Kim Cheol-gyun, and Future Growth Industries Director General Kim Hyun-dae.

SKT Vice President Lee Jong-min stated, "To quickly enter the era of artificial intelligence, collaboration among industry professionals is necessary." He presented examples of social issues that can be addressed through the utilization of artificial intelligence, such as enhancing store security through AI-based Closed Circuit Television (CCTV), diagnosing pet diseases using AI, and improving energy efficiency through demand forecasting for renewable energy.

Testworks CEO Yoon Seok-won suggested, "It would be beneficial if companies and residents in Gyeonggi Province can easily access the data owned by Gyeonggi Province in a user-friendly manner."

KT Research Institute Director Bae Soon-min stated, "AI education should be undertaken from elementary school to enhance AI literacy." He also emphasized the need for active investment in domestic technology development, such as AI chips, as there is a possibility that significant fees may be paid to foreign companies.

Governor Kim also actively participated in the discussion, seeking advice on the utilization of data held by public institutions. He expressed the need for ideas on how Gyeonggi Province can disclose its abundant data, saying, "As Gyeonggi Province is a ‘small South Korea,’ I am curious to know if there are ways to disclose this data so that companies and residents can actively utilize it."

In response, KT Research Institute Director Bae Soon-min stressed, "Systematic data collection is essential for utilization." He emphasized the importance of opening purposeful data in a readily machine-readable format for the development of the AI industry and addressing social issues using AI.

SKT Vice President Lee Jong-min also stated, "Determining the problem to be solved is the first step in data disclosure." He mentioned that if Gyeonggi Province first identifies the problems it wants to solve using AI, it can collaborate with experienced companies to collect data and solve the problems step by step.

Testworks CEO Yoon Seok-won said, "Let's find ways to solve problems using Gyeonggi Province's public data, create jobs through data cleaning processes, and connect investment attraction by companies to create simple pilot programs."

Governor Kim concluded the roundtable discussion by stating, "The problems faced by Gyeonggi Province are the same as those faced by South Korea as a whole. We should prioritize and select issues that are highly important and accessible, and quickly achieve small successes that can spread. Let's find tasks that can actually produce small achievements."
Meanwhile, Gyeonggi Province is utilizing AI technology for "access rights for marginalized groups" and "repetitive tasks." It is preparing measures to support the artistic activities of individuals with developmental disabilities through the "AI Creative Team" pilot project and to apply AI to call centers, public services, and administrative tasks so as to simplify processes. Gyeonggi Province also plans to invest in promising startups in the field of generative AI and to strengthen cooperation with major tech companies in order to rapidly emerge as an "AI Capital."
